Apparel layers

There's different layers of gear. You can't wear a duster on top of your powered armor for example, since they share the same layer and share the same covered body parts.
For example, you can wear a pair of pants that covers your legs and a shirt that covers you arms and torso, even if they're both using the "On Skin" layer. You can't wear a jumpsuit that covers your whole body and pants at the same time that also go on your skin, however.
Currently, the layers are as follows:
- Overhead (eg. Hats, helmets)
- OnSkin (eg. Shirts, pants)
- Middle (eg. Body armor)
- Shell (eg. Dusters, Jackets)
