Maximum Comfortable Temperature is a stat: Above this temperature, characters will be unhappy. Significantly above this temperature, they will develop heatstroke and eventually die. Its minimum allowed value is -2,000 °C (-3,568 °F). Its maximum allowed value is 2,000 °C (3,632 °F). Its default value is 50 °C (122 °F).

The only factor for this value is the heat insulation offered by Apparel.
