Just standardizes the spiel about shared features of utility items.
First variable is optional and allows a name to be specified, otherwise uses the page name.
Examples
Like all utility items, a rubber ducky is worn on the waist and is mutually exclusive only with other utility items, regardless of the layer or coverage of other apparel worn. Additionally, utility items never become tainted, deteriorate from being worn, or inflict a worn-out or tattered mood debuff when damaged.
Like all utility items, a inflatable kangaroo is worn on the waist and is mutually exclusive only with other utility items, regardless of the layer or coverage of other apparel worn. Additionally, utility items never become tainted, deteriorate from being worn, or inflict a worn-out or tattered mood debuff when damaged.
