There's different layers of gear. You can't wear a duster on top of your powered armor for example, since they share the same layer. At the moment, you can only wear one piece of clothing or armor on a single layer.
Currently, the layers are as follows:
Head Layers
- Overhead (eg. Hats, helmets)
- Fullhead (eg. the Powered Armor Helmet)
Torso Layers
- OnSkin (eg. Shirts)
- Middle (eg. Body armor)
- Shell (eg. Dusters, Jackets)
