JuliaCat clarified for me and edited the page to reflect same.

This uses the two terms interchangeably but generally floors go over terrains. Is it somehow both? Or a naturally occurring floor?

It is defined in Terrain_Natural.xml, although it can be removed just like artificial floors, so I suppose it would be a natural/naturally occurring floor since the original terrain is preserved underneath.
