Used when a file has no information regarding its copyright. This should ideally never be required, and copyright information of any such files should be found. Similarly, files should ideally not be uploaded without such knowledge..

Sets the License property to "unknown" and the "License incomplete" property to "true".

Supports nocat as a parameter to prevent setting properties for demonstration purposes.
