After spending more time digging around the codes ,I think we really need to have a page that sets guidelines and structure. I see a main push in using the Semantic MediaWiki Extension, which I don't have much experience with. It's all fine, as it just takes longer for me to identify what is good code and what is bad.

My main concern is that, since we are using a specific extension, that means we need to create pages with certain structure and style to ensure the magic works. Usually data are hard coded into the page. So when an user came by and saw a number that isn't correct, he/she can simply click edit and update the number. The downside of this is that if you have the same data across multiple pages, it could get out of sync. The common (vanilla style) is to use transclusions. Semantic MediaWiki seems great, as it allows for a "database" approach. It will allow most pages be mainly formatting and query calls. But it also raises the bar for editors. People now saw a number incorrect and click edit; which takes him/her to a page loaded with notations, names, and no comments pointing them to the correct direction. I wouldn't be surprised to see people getting deferred away.

Do you happen to know who was the one introducing the SMW extension? I suspect that we could be enlightened instead of digging around ourselves.
