global learning speed isn't 0% if it is you cant get the to lvl 20 not even with MAX ALL SKILL stay away from temperature related stats! for the love of god stay away cold is negative so multiplier doesn't cut it. you can have pawn that die with a metal break of cold or traders that burn op because the parka has a -100 max heat
