Acquisition
A Sacrificial flag must be a building selected in your Ideoligion in order for you to have access to it.
Analysis
Adding a symbol burning festival without giving your custom or slightly edited Ideoligion access to either the pyre, sacrificial flag, or effigy will result in the ritual being incompleteable.
