The Empire is a feature in the Royalty DLC with a randomized name, You can choose to join the Empire promoting your pawns with Nobility ranks and being rewarded with things such as the powerful Psycasts, Monoswords, or Cataphract armor; Alternatively you can fight them and loot the same things.
