Just standardizes the spiel about what the Suppression effects provided by some apparel and the way that effect is applied..

First variable is necessary and contains the offset. Second is optional and allows a name to be specified.

Examples

When worn by a slave, a cowboy hat offsets the rate that suppression is lost by −0.05 per day. This stacks additively with all other forms of suppression loss rate offsets.

When worn by a slave, a slave body strap offsets the rate that suppression is lost by +0.15 per day. This stacks additively with all other forms of suppression loss rate offsets.

When worn by a slave, a slave collar offsets the rate that suppression is lost by +0.15 per day. This stacks additively with all other forms of suppression loss rate offsets.
