You need to perform a minimum of 10 edits in order to have access to those features.
Since you need 8 more edits, I took a look at your first 2 contributions and saw the following issues:
- The "Stub" maintenance template must be placed on top of the page, so use your next few edits to adjust the position of the notice above all other text.
- When adding the "Stub" template, it's very helpful for the rest of the contributors to tell us: what in your opinion do those pages lack content, what according to you needs to be added or expanded about. Use the "Edit Summary" to explain yourself and if the space is not enough, open a discussion topic in their talk page.
- The Version pages are just a list of game changes and are usually not edited with additional content besides the official change log itself. When a page belongs to a series of pages (there is a group gathering all related articles), such a page must be similar to all other pages, which is known as "consistency" so that means that for now there should not be further expansion of content in the version pages, meaning that the "Stub" template should NOT be applied to version pages.
Use these observations to perform 8 additional edits, or make more changes in other pages and once you reach 10, you will be able to create your own user page.
I realized that a lot of new people ask about this. I've made a little blurb on the Help:Basics page explaining the 10 edits requirement for making new articles with a link to areas to pick up some edits.

I updated the Community Portal half a year ago, but I'm not sure how many people visit it from the link in the Main Page. The text format uses standard font size, so it's not highlighted enough versus the rest of the content. As PigeonGuru notified before, we lost the "page visit counter", so nowadays we have no way to analyze whether a page gets enough attention or not. I once talked about leaving a link straight to the Community Portal within the Navigation list at the left menu, maybe we could revise that, so that Navigation lists: Main page, Community portal, Recent changes and Random page.
