I checked the Definitions file for meals (located in RimWorld\Data\Core\Defs\RecipeDefs\Recipes_Meals.xml) and saw the the <Cooking> tag under <skillRequirements> was set to 8.
I verified this by loading up RimWorld without mods and checked the Skill Required and found that it was 8. Please see the below image.
