A hopper is a nutrient paste dispenser accessory that holds raw food, it must be built next to the machine to work. The hopper mouse indicator will turn from red to green to indicate proper placement.

Once a hopper is selected, you can click the "Storage" tab which opens a menu where you can set the priority and resources of choice: max capacity for raw meat is 75 units. Since hoppers cannot be reinstalled but only deconstructed, its best to build the dispenser first and then add the hopper. Cooks may take raw food from them in order to cook meals.

Acquisition

It is built with Steel 15 Steel in 300 ticks (5 secs) after the research Nutrient Paste has been completed.

Hoppers can be installed all around the nutrient dispenser, excepting corners. As such, a total of 14 hoppers can be connected to a single nutrient paste dispenser, resulting in a total amount of 1,050 foodstuffs being available for processing through the dispenser.

Minor bug: Unbutchered corpses (of any type!) will be consumed by the machine, and only a single meal will be produced, if a hopper is built on top of them. The body (with apparel) will disappear without trace. Make sure to clear any space for a new hopper if you do not want this to happen.
Similar to the above, the machine will consume any type of food (except hay), including all biological corpses and kibble, if the food happens to be dropped on top of an existing hopper. It is possible to force food on top of a hopper by taking it to a pawn's inventory and then manually dropping it in front of the hopper (the hopper needs to be directly south of the pawn). This allows for reprocessing meals (removing any ingredient penalties), as well as producing meals out of kibble (which will not carry the usual kibble penalty). This can safely be considered an exploit of game mechanics, as it is probably not intended for the dispenser to even process these types of food at all.
