An Effigy is a consumable ritual focus added by the Ideology DLC. It symbolizes the shape of a human and can be burned as part of the Symbol Burning ritual.
Acquisition
Effigies can only be constructed by pawns with an ideoligion that has selected them as a building option. Only ideoligions with the Nudism, Raider, Flesh Purity, Pain Is Virtue, Individualist or Human Primacy memes can select them. Each effigy requires 80 Wood and 3,000 ticks (50 secs) of work.

Don't create a custom Ideoligion with the symbol burning ritual without adding one of the pyre, Sacrifical flag, or Effigy or the ritual will never be able to be done.
