What does the removed <worldRangeTiles>4</worldRangeTiles> pertain to? It is in the def and was it was likely me that copied it over when collating info, but what does it describe? Any idea User:Bacaniel?

My best guess would be that Neuroquake at one point had a 4 tile range limit to the goodwill malus caused by casting it - likely during development, as I don't recall Neuroquake ever having a range limit to its goodwill penalty, though I've been wrong before. Assuming this was the case, it was likely removed because 4 tiles is a fairly short distance in terms of world tiles, and would have made the downside meaningless. That's just my 2 cents though, I don't have anything to support this hypothesis, besides the ability description mentioning "inflicting pain for many kilometers around", which may have been written when / if the goodwill hit had a range limit of only a few tiles ("kilometres").

EDIT: just did some quick testing, and casting Neuroquake within a 4 tile radius of faction bases doesn't alter the goodwill impact in any way, so I'd confidently say this stat pertains to removed content, since that's the only impact Neuroquake has in terms of the world map.
