Crashed shuttles only ever spawn as a result of a quest - damaging or destroying a shuttle does not create a crashed shuttle in its place. A crashed shuttle will land in a random spot on the map along with a few Steel slag chunk Steel slag chunks.

Unlike normal shuttles, they do not respect or interact with ship landing beacons in any way.
