like you can only unlock neural superchargers with transhumanist colonies, so everyone in the base game will probably only be using them with transhumanist colonies. i guess maybe you could make your fluid ideology transhumanist, research and build a bunch of neural superchargers, and then reform the ideology and remove transhumanist, but thats an absurd chain of events.
you could also recruit a transhumanist pawn and have them research and build the thing, as the section says, which i guess is a little more likely. still.
