Concrete
Quick-poured concrete. Fast to walk on, but quite ugly. You'll need to be able to dig out the ground to pour this.
Concrete costs one steel, and with the exception of smoothing stone for free, concrete is the cheapest flooring. Like all other flooring it is fireproof and effective at creating a fire barrier, two tiles wide, around buildings to protect them, or around fires to keep them contained. It's downside is it's -1 beauty which can lead to the Ugly Environment thought.
Concrete may be useful outdoors underneath wind turbines, as concrete will prevent trees from growing and interfering with the turbine's performance.
A variation of metal tile and paved tile.
