Ancient toxic vents are ruins added by the Odyssey DLC. A map with toxic vents will have several of them scattered about the map surrounded by ancient megastructure. They will lie dormant for most of the time, but on occasion, they will activate and begin to spew green toxic gases into the atmosphere, causing toxic fallout. Standing on top of a vent while it is active will increase toxic buildup rapidly.
