The blackboard is a furniture item added by the Biotech DLC that improves the rate a child learns at a school desk.

Acquisition

Blackboards can be constructed once the Complex furniture research project has been completed. Each requires  15 Stuff (Woody/Stony) and 1,000 ticks (16.67 secs) of work modified by the construction speed of the builder and the work to build factor and offset of the material.
Blackboards can be bought from the following traders: Orbital bulk goods trader, Outlander base trader, Outlander bulk goods trader.

Summary

When connected to a school desk, each blackboard increases a student's Learning rate from Lesson Learning by 20%. This effect can stack up to three times per desk. A blackboard can connect to multiple desks. It does not matter which way the blackboard is facing.

Blackboards also increase children's skill XP gain from learning with an adult by 20% per blackboard. Meanwhile adult's social XP gain remains unaffected.

Analysis

Blackboards are technically unnecessary. Children can still reach growth tier 8 without blackboards attached to their school desk. Blackboards will make up for extended periods of non-Learning, such as when resting from disease. And, because they are so cheap, you might as well build them.
