The Psychic Reader gives a pawn that's been implanted with it a bonus of 50% Negotiation Ability base, scaling with the user's psychic sensitivity. Negotiation ability affects the speed of prisoner recruitment, impact on faction relations when giving gifts, and the outcome of peace talks.
Acquisition
Psychic Readers can only be acquired through trade or as a quest reward. They cannot be crafted.
Analysis
Since there are no negative effects of having one installed, using one on a colonist that does trading often can be a large and long-term bonus. The effect is bound with psychic sensitivity, and having a psychic sensitizer installed in the same colonist along with it is a good idea. However, since only one of each can be installed at a time, a colonist that is already very psychically sensitive would be a better candidate. Gear that also increases psychic sensitivity (such as an Eltex skullcap, Eltex staff, or other Eltex apparel) could also be used to maximise profit with the Psychic reader. An addition of an aesthetic nose and torso shaper also would make the colonist a perfect trader, disregarding actual social skill. It may be worth forfeiting some psychic sensitivity for a specific social hat (i.e, a ladies' hat) for the base 20% boost.
