Tuques can be purchased, crafted, or stripped from Outlanders and Pirates. Unlike cowboy hats, tuques don't provide a social chat impact bonus.
Crafting
As a complicated garment, Tuques can only be made at tailoring benches, which requires complex clothing to be researched in order to be constructed. A tuque requires 25 of any fabric, and 25 seconds of work (1,500 ticks) to be created, assuming baseline global work speed, consciousness, sight, and manipulation.
