It can be found on Bestowers.
Analysis
Hoods are a luxurious headgear that offers a significant boost to social impact (+20%) even larger than the Bowler hat's 15%, but provide no armor or insulation and require 25% more material to craft. Thus they are inferior to, should be exchanged for, literally any other headgear unless required by a noble or the social impact buff is required.
